Immigration policy is constantly evolving depending on various factors including political ideologies, economy, among others.  Sometimes it is more restrictive than other times and some changes may be limited to only some immigration benefits.  Mostly, immigration laws have remained the same.  So, while applications are filed as before, there is a change in the level of government scrutiny applied to the immigration petitions, applications, and waivers.

Removal (deportation) cases are especially affected as the policy changes influence immigration court procedures to be followed. Although the parties may be eligible for relief, the deportation proceedings go on as the parties wait for the processing times for immigration relief.

Parole for designated countries is more in vogue these days.  Biden administration boldly announces this has helped employment levels.  It is possible that parole process at the southern border may have reduced illegal border crossing.
